ONTARIO BLUE BOX PROGRAM & WASTE DIVERSION ACT REVIEW

The Ontario Waste Diversion Act (WDA) that came into force June 2002 mandates a review of the Act by the Minister of the Environment (MOE) following its fifth year. The Minister launched a discussion paper to officially begin the review and this is available at: www.ebr.gov.on.ca registry number 010-4676. Stakeholders can provide comments
until January 15, 2009, and these comments will be considered as part of the decision-making process if they are submitted electronically or in writing using the form provided in the notice. If amendments to the Act are considered necessary, the Ministry will continue to engage stakeholders throughout the subsequent stages of the legislative review.

 

The Minister also asked Waste Diversion Ontario (WDO) to review the Blue Box Program and submit a report to him by March 20, 2009. Industry as a whole currently contributes 50 per cent to support the Ontario curbside recycling program. Some Ontario groups such as the Association of Municipalities of Ontario (AMO) and the Association of Municipal Recycling Co-ordinaors (AMRC) have already supported full implementation of Option 4, where industry would become responsible for 100 per cent of the Blue Box costs under an expanded list of designated materials to include all post consumer packaging and printed paper. As well, industry would become responsible for 50 per cent of the costs for packaging and printed paper in the waste and litter stream. Members can provide comments in writing to the WDO:

Note that written comments can be delivered until February 27, 2009. Comments delivered by December 31, 2008, will be considered in a draft report with recommendations to be reviewed at a consultation workshop in early February.

NAMMU actively promotes and endorses the implementation of sound environmental principles and practices. These include using 100 per cent of post consumer content paper collected curbside, much of which is currently having trouble finding downstream markets; and a highly targeted delivery approach by which members can reduce their current Stewardship Ontario dues allocation by contributing less material than is covered by dues. The NAMMU Environmental Awareness Program includes the annual NAMMU Environmental Awards that salute exceptional achievement and set an example for the mailing industry; amendment of the Code of Ethics to more formally include and reflect members’ environmental practices; and a consumer awareness campaign that states the facts correctly. NAMMU SALUTES 2008 ENVIRONMENTAL AWARD WINNERS

The NAMMU Awards annually celebrate excellence in marketing through the mail, and the NAMMU Environmental Awards further distinguish leadership, innovation and results achieved in making the mailing industry as environmentally friendly as possible. In her presentation remarks at the Design Exchange, November 4th, NAMMU president, Kathleen Rowe, said “The NAMMU Environmental Awards are for organizations that are setting new standards for smart environmental practices in the mailing industry.”

 

She also particularly acknowledged the contribution of Dave Douglas, President of VisionQuest Environmental Strategies Corp., a national leader in environmental sustainability support, to the development and integrity of these awards.

TRANSACTION MAIL APPOINTMENTS
Cheryl Persad, Senior Vice-President, Transaction Mail, recently announced the appointment of Alice Lafferty as General Manager, Product Development and Management – Lettermail. Ms. Lafferty was formerly Director, Product Development and Segmentation, and joined Canada Post in 2004. Susan Stanford was also appointed Director, Product Management, and will focus on product management and strategy of the emerging businesses within Transaction Mail.

 

COVER-ALL ACQUIRES POSTLINX
Cover-All Computer Services Corp. recently announced the purchase of Postlinx Corporation, the fourth acquisition by Cover-All of a document services organization in the GTA in five years. Cover-All purchased SMART DM in 2007, Intelli-mail in 2005, and Vestcom Ontario in 2003. Services at Postlinx will include Managed IT, web hosting, co-location services, web-to-print, data processing, campaign analytics, laser and inkjet imaging, intelligent insertion, polywrapping and finishing. It is reported much of the experience will remain intact. The 18-month plan for streamlining and consolidation includes wrapping the Cover-All enterprise in a unified but yet to be determined brand.
