MINISTER ANNOUNCES STRATEGIC REVIEW OF CANADA POST
The Honourable Lawrence Cannon,
Minister responsible for Canada Post, has announced that the
Government of Canada will conduct a strategic review of the
Canada Post Corporation that will be guided by established terms
of reference. The review will focus on four major areas: market
and competition; public policy objectives and responsibilities;
commercial activities; and financial and performance targets.
This is the first review of Canada Post since 1995. according to
Minister Cannon, “This review is being conducted with the full
understanding Canada Post will remain a Crown corporation. In
the changing business context and with new challenges ahead, we
want to act now to make sure it continues to fulfil its mandate:
delivering essential, universal services every day to Canadians,
while remaining financially self-sustaining.”
The review will be led by an
external, independent advisory panel composed of three members:
Dr. Robert Campbell, who will chair the panel, Mr. Daniel H.
Bader, and Mrs. Nicole Beaudoin. Their report and
recommendations are due to Minister Cannon by December 2008. The
panel will be guided by the following four principles:
• Canada Post will not be
privatized and will remain a Crown corporation;
• Canada Post must maintain a universal, effective and
economically viable postal service;
• Canada Post will continue to act as an instrument of public
policy through the provision of postal services to Canadians;
and
• Canada Post will continue to operate in a commercial
environment and is expected to attain a realistic rate of
return on equity.
NAMMU is a major stakeholder,
and its policy and perspective on these issues, are up-to-date
with members’ thinking. “The Canadian mailing industry has a
vital interest in the positive outcome of this strategic review”
noted Kathleen Rowe, NAMMU president, “and we intend to
participate fully in this conversation about our livelihood, and
the most productive and effective way to promote an innovative,
efficient and affordable, national postal system for all
Canadians.”

designed to bring the company’s aging infrastructure up-to-date,
ready to meet the demands of a competitive, 21st century
business environment. Over the next five years, Canada Post
plans to invest $1.9 billion on capital projects, including new
and renovated buildings and updated equipment and systems, along
